Lynn is a specialist in the areas of municipal law, civil litigation and real estate. As the former Chief Legal Services Officer for The City of Frederick and a former Assistant City Attorney, she has represented municipalities in all types of administrative hearings, civil litigation and real estate transactions and has considerable experience in preparing complex real estate documents, contracts, ordinances and resolutions.

With considerable experience in both the private and public domains, Lynn represents parties in a variety of real estate and land use matters. She has substantial experience in complex real estate matters from commercial and residential transactions to the formation of homeowners and condominium associations and from annexations and rezoning to processing site plans and subdivision plats. In addition, she handles administrative hearings related to employment matters and planning and zoning issues.

Lynn received a Bachelor of Arts Degree in Journalism from the University of Montana in 1981 and her Juris Doctor from Gonzaga University School of Law in 1984. She is licensed to practice in the State and Federal Courts of Maryland and Oklahoma.

Lynn is a member of a number of professional and community organizations and currently serves as the President of the State and Local Government Section of the Maryland Bar Association. She has presented seminars on a number of topics to groups such as Maryland Institute for Continuing Professional Education of Lawyers, the Maryland Municipal League, the Maryland Municipal Attorneys Association and the Maryland Association of Community Action Agencies.


Debra S. Borden

Debra concentrates her practice in the areas of police disciplinary hearings and civil liability, real estate and zoning matters, employment law, contracts and collective bargaining issues. One of the firm’s founding members, she is a former Assistant City Attorney for the City of Frederick, Maryland. Previously, Debra was in private practice as a Partner in a general civil practice, Waterston & Borden, LLC, and as an Associate with Gartrell & Associates, an insurance defense firm representing Baltimore City Police Officers and Allstate Insurance Company.

Debra received her Bachelor of Arts Degree,  in Economics, with a minor in History, from the University of Maryland in 1991. She received her Juris Doctor from University of Maryland School of Law in 1994, and was admitted to the Maryland Bar in December, 1994. Debra is authorized to practice in the State and Federal courts of Maryland. She is a member of the Maryland State, Montgomery County and Frederick County Bar Associations.

Debra has presented seminars and conducted training for numerous groups, organizations, police agencies and municipal departments in the areas of police civil liability, police related matters, employment law, sexual harassment in the workplace and supervisor liability in the workplace.
